How do you sign up for a health insurance plan through healthcare markets?

Important Dates
Although these might change, there are some important dates to remember.
December 23, 2013: If you plan to register and want insurance to start on 1 January 2014, this is the last date you can register and have your insurance in force in the beginning of the year. If you submit a paper application, be sure to check with the insurance company that you will be covered from January 1.
February 15, 2014: This is the last date you 'll want to begin the registration process if you want to be covered by March 31 because of the lag time involved in processing claims and because the date coverage begins the effect the first of the month, March 1 if you apply 15 February. People who are not insured by March 31, 2014 , may face a tax penalty.
